Again - I think entry is automatic into this tournament. I believe it's a 'mandatory'.
That is, all the players are entered automatically, then it's up to them to withdraw.
Djokovic's name is also on the entry list, although right now, he can't get into Canada because of his unvaccinated status.
In any case, entry lists to ANY tournament 3 weeks before the tournament starts are rather useless, as there are always several changes in those 3 weeks.

Zverev. There is NO way he has recovered from a 3-torn-ligaments ankle injury in this short a span of time. That is an injury that keeps basketball players out for almost a year, at a minimum.
Rafa's torn abs are another thing. This is in about there more weeks. That muscle has to heal properly, or re-rupturing will be just one single hard hit serve. I say, see him at Cincy. At best.

Something just doesn't seem right about his game either, but this being his home tournament I think he will do fine. I do like Jannik Sinner.

Then what about a baseball players/players from other countries like the Dominican Republic if they decide against the vaccine then there entire baseball career is out the window because they cannot play in the United States or Toronto.

I was just wondering what's the likely next tournament for Djokovic. Probably some smaller 250 like Metz in mid September. Otherwise maybe Swiss Indoors and Paris Masters in late October. I doubt he'd be allowed in Asia either unless maybe he wants to go to Astana. On the other hand qualification for WTF is likely out of the question so maybe he shuts it down till 2023 clay season???

The USA is almost the sole place where you have a significant number of loonies that see vaccination as a threat (I guess Serbia is another). Any baseball player from Venezuela. I had forgotten that Asia is also being very strict with vaccination. China, as you say, is off limits for him, although they are always open to negotiations. He could not even come to play to S. America for the small clay circuit after the Aussie. All of our countries are adamant on vaccination before you enter.
