You charge a child as an adult because you want to put 100% of the blame on the kid, rather than putting the focus on the failure of the system(s). And this is completely insane - not to mention manipulative and dishonest as hell.
It appeases the public, as well, on a very superficial level. The public, which is comprised of people who are ignorant to this kind of thing, will say "It's good that they're charging the little devil as an adult - at least they're doing something."
But if they would have done something BEFORE the tragedy, the tragedy would have been avoided.
It's just total manipulative BS from start to finish, and from top to bottom.
I have known and worked with a bunch of 'troubled kids' in my life, and every single one of them were the product of bad parents/bad parenting. And the parents were very, very, very likely victims of their bad parents... and so on, and so on. It's extremely cyclical.
What I've learned in over a quarter century of working with troubled kids and troubled adults is: Show me a screwed up kid, and I'll show you screwed up parents - 100% of the time.
