The ATP website had a good note on Fonseca and Mensik. This is the first time two teenagers have beaten top-10 players at a slam since Djokovic and Murray did it at Wimbledon in 2006.

Umpires shall call hindrance and replay the point when something like heckling in 1st set tiebreak of Draper-Kokkinakis happens. These yahoos shall know that when they try to mess with the opponent of the home player, there will be consequences.

She can be a super tough player. I knew that US Open match would be an upset alert. Gauff was on that hot streak and predicted to win the tournament, and I was like, not so fast, that first-rounder is going to be a dogfight. There’s a really good interview with Siegemund on The Craig Shapiro Tennis Podcast from last year. New rule:
Players playing at home get called for hindrance if a person outside the court heckles the opponent.
Opponent:
How much is it going to cost me to hire 5 guys to heckle me when I am down?
I see your point, but enforcing that would be a nightmare.

Shall be at umpire's discretion, of course. But umpires shall have this rule in their disposal. Something more potent, than just repeating "please, please". These crowds may affect the results of the match. Obviously the rule shall not separate home and away players formally. It could be the heckling in favor of the crowd favorite even when he is not a home player. But if outside interference affects the result, there shall be means to counter it.

Another way could be to have all the area close to the courts covered by security cameras and security having the authority to escort the perpetrators out of the court. This may exist already, but not enforced. In this case umpire will not call the hindrance but shall have the authority to stop the play until the hecklers will be escorted out.
