What are peoples thoughts on this? Is it ok to pull out of a tournament to save yourself for an upcoming one? If he does pull out, should Koepfer be allowed to take his spot in the draw?

No. Koepfer lost. That is easy.
Federer has never retired from a match due to injury. I don't think he will retire due to "saving his knees". He might not play and invoke some minor injury, but will not be that blatant.

5 weeks in a wrist splint and then rehabilitation? Sounds more like a few months than weeks.

This isn't a long term injury. His wrist popped in his match the other day.
